Introduction & Objective

Since 2010, The Hong Kong Council of Social Service embarked on a new initiative to explore how social impact assessment (SIA) of service projects or programme could be promoted in the Third Sector in Hong Kong. In collaboration with project donors and organizers, HKCSS has attempted a number of SIAs to articulate the social impacts of service projects. As a result of these attempts, a framework and a methodology for SIA are emerging.

Based on these fruitful experiences, HKCSS would like to forge a platform for SIA case sharing to encourage NGOs and their practitioners to think about their projects in terms of social impacts and to actively conduct SIA on their projects.  In specific, the purposes of this workshop series are:
The purposes of this workshop series are:

  • To help NGOs and their practitioners interested in impact articulation to grasp the methodological principles and steps of SIA in more realistic terms through examining individual cases of SIA
  • To introduce new materials, resources, tools and create network of interested parties for NGOs’ use for SIA
  • To engage NGOs and their practitioners to contribute to the framework and methodology being developed with reference to the actual service experiences in Hong Kong

Remarks: Workshop III on SIA of Projects for the “Community” will be held in March 2014

  • Basic concepts and principles about SIA
  • SIA Framework developed by HKCSS and ExCEL, HKU
  • SIA in specific service contexts
  • Procedure and implementation process of SIA
  • Lessons learnt and tips for NGOs to conduct SIA

Mr Anthony Wong 黃健偉先生
Chief Research Officer
The Hong Kong Council of Social Service

Mr Wong has over 10-year solid research experiences in the field of social service, education, and social development. Trained as a social worker though, he has strong interest and knowledge in social theory and research methodology. He received an M.Phil in Social Science 13 years ago. He joined the Council in 1998 as a Research Officer. In 1999-2000, he helped construct the Council’s well-known Social Development Index (SDI). From 2010 to 2011, he served as a part-time member of Central Policy Unit of the HKSAR Government.  Currently, he is a Ph.D Candidate at The University of Hong Kong.
