Introduction

Voices in support of Evidence-based Practice (EBP) are not only from the funders and the general public but also from the sector. Attentions are drawn to how the impact of the works of NGOs can be demonstrated with evidence. To go beyond individual research projects on services and build a strong institutional foundation for EBP to take root becomes a challenge.

The Hong Kong Council of Social Service (the Council) is now organizing the first Social Service Evidence-based Practice (EBP) Month. With a series of conferences and workshops in November, the Council brings together the overseas and local experiences to give the participants insights of effecting deeper changes at different levels. In particular, we shall illustrate how social impact assessment (SIA) can show the influence of a particular project or organization to individual clients and the community, as well as the social impact it brings that leads to policy changes.

Introduction

Many fellow practitioners understand the importance of Evidence-based Practice (EBP), but not many know how to bring about institutional and cultural changes within their organizations for EBP to take root and grow.

Objective

The EBP Conference 2011 provides a good opportunity for every participant to:

  • Learn about the Evidence-based Practice experiences of local and overseas NGOs
  • Have a crystallized picture of the sectoral effort on evidence-based practice by bringing together individual research efforts in the NGOs sector
  • Build up network among researchers / research practitioners in NGOs

It is expected that the participants can be engaged in an all-rounded sharing and discussion to identify appropriate strategies that can effect change in their organizations towards Evidence-based Practice.

Content

  • The whole day conference will cover various topics on EBP in NGOs settings, including the experience of different NGOs in adopting EBP, the difficulties and challenges the NGOs face, and how to get the EBP culture rooted and cultivated in NGOs
  • Panel and Floor Discussion Sessions are arranged to facilitate the participants to exchange their views with the speakers
  • A Roundtable Discussion will be conducted to identify future strategies and actions for EBP

Impact Assessment: Evidencing and Valuing Your Work

Objective

Measuring and understanding the impact of your services can help you improve your services, motivate your staff and engage with funders. Social Impact Assessment (SIA) is the latest trend in articulating the consequences generated by a social service. It is all about finding evidence on how social services have impacted the society and articulate such discovered influences into notions and terms that are easily understandable by the public.

In the United Kingdom, the new economics foundation (nef), an award winning think-and-do tank, has developed the Social Return on Investment (SROI) methodology which is an analytic tool for measuring and accounting for a much broader concept of value by incorporating social, environmental and economic costs and benefits into decision making.

The conference will offer perspectives on assessing social impact from a variety of leading charities, academics and grant-makers, covering everything from identifying interested parties in SIA development, understanding the idea of SIA across stakeholders; generating common knowledge and expectations on SIA; and consolidating the SIA framework to be used in Hong Kong.

The conference is aimed at all those:

  • In the service sector with an interest in measuring their efforts
  • In the academia with a passion to study and research impact assessment
  • In the funding sector with an interest to know the impact of their supported services
  • In the business sector with a passion towards working for the community

The conference consists of presentations and roundtable discussions on the ideas and the application of social impact assessment:

    • Consolidating various stakeholders’ expectation on SIA

    • Establishing a systematic framework for measuring social impacts
  4. Attributing social change with service: Proofing and enhancing efforts
    • Sharing the experiences in conducting SIA by social service organizations, social enterprises and advocacy groups; and how it could benefit service and organisation development?
  5. Putting Evidence-based Practice into our services: Approach and implementation

Mr Garth Nowland-Foreman (Conference 1, 11B-EBPC1)

Community Solutions

Mr Garth Nowland-Foreman is Director of Community Solutions, which specialises in working with non-profits and funders on strategy, governance and evaluation – in New Zealand, Australia and the Pacific.  Having widely published in the areas of NGO funding and accountability, Garth also teaches part-time in a graduate programme on not-for-profit management for Unitec NZ.  He chaired the landmark 4-year collaborative Study of the Non Profit Sector in New Zealand and is currently co-chair of the national Tangata Whenua, Community & Voluntary Sector Research Centre.

nef consulting

Mr Weatherhead joined the nef in 2008 as product manager on development and deployment of nef’s socio-economic measurement services and tools, including Social Return on Investment (SROI), well-being@work and the Developer’s Socio-economic Framework.

Being an economist by training and has worked for a number of economic consultancies, Michael has both delivered, and managed the delivery of nef consulting’s services across a range of private, public and third sector organisations, including regeneration, employment, health and housing sectors. Michael is an accredited SROI practitioner and is a deliverer of nef consulting’s SROI training.
