What makes good people stay and happy
in a fast changing environment?


The Hong Kong economy is now picking up. As revealed by the Hong Kong Institute of Human Resource Management (HKIHRM)'s recent study 2006 HR Challenges in a Reviving Economy, there is increasing employee turnover and difficulty in staff retention. Same case applies on the NGO sector. Given that people is the most important asset for organizations, to make good people stay and happy in a fast changing environment becomes the key for the success of organizations.

In this 2nd annual HR Forum co-organised by HKCSS and HKIHRM, Mr. Allan Chiang, the former Postmaster General, has been invited to share with NGOs on Hongkong Post's transformation of corporate culture from one that focused on administration of inputs to another that managed outputs with emphasis on customer service, market demand and business performance. He will explain his experience of aligning 7,000 civil servants and non-civil service contract staff with the Post Office mission of "Linking People, Delivering Business", imbuing their commitment, and synergizing their contributions.

Experienced social workers and senior executives from NGOs have also been invited to talk about their experiences in talent retention. A luncheon is available afterwards for peer group networking and sharing.

Mr. Allan Chiang, JP
Former Postmaster General, Hongkong Post

Mr. Chiang joined Hongkong Post as an Assistant Controller in 1976 and served as the Postmaster General from March 2003 to May 2006. Hongkong Post changed from a vote-funded government department to a financially autonomous trading fund operation on 1 August 1995 and has since adopted a market-oriented and customer-focused approach in running its service. Mr. Chiang played an instrumental role in its transformation to a forward-looking public service that enjoys sustained profitability as well as high levels of customer and staff satisfaction. He engineered in 2003/04 a financial turnaround for Hongkong Post (after a five-year operating deficit), and reported operating surpluses exceeding $200million in 2004/05 and $400million in 2005/06. He led the organization in winning numerous service awards including the Certificate of Excellence in the 2004 Hong Kong Management Association Quality Award and the 2005 Hong Kong Awards for Industries: Productivity and Quality Award. Mr. Chiang is the author of "Hongkong Post: Heart for Excellence 香港郵政 卓越唯心" which provides an insightful account of Hongkong Post's leadership, corporate culture and performance excellence.

Mr. Chan is an experienced social worker with over 25 years of service in various fields years, Mr. Chan was heavily involved in the reform of performance appraisal system, staffing structure and remuneration package in his Agency. Besides a Registered Social Worker, Mr. Chan also acquired formal qualifications in social service management, town planning, public relations and communications management.

Social Services Director

The Salvation Army Hong Kong & Macau Command
Mrs. Victoria Kwok is the Director for Social Services Department of The Salvation Army Hong Kong & Macau Command. The Salvation Army is a Christian organization operating over 90 social service units and projects, covering 35 types of services of community outreaching, day centres and residential homes, with a staff force of about 1,300.

Training & Development Director, Hong Kong Sheng Kung Hui Welfare Council

Ms. Sally Law is the Training and Development Director of Hong Kong Sheng Kung Hui Welfare Council, Miss Law has extensive experiences in supervising various types of services, including child care service, children and youth service, rehabilitation service, elderly service and integrated service.
