Objectives

This workshop series are designed for NGO staff with an aim to provide basic and essential knowledge of financial management and accounting for handling daily accounting functions and controls with the following objectives:

  1. To provide basic financial management for center supervisors / service managers in handling finance function of their service units
  2. To provide essential accounting knowledge for accounting staff in preparing, interpreting and analyzing financial statements
  3. To help managerial staff in mastering cost function and control for decision making
To assist center supervisors / service managers in developing and implementing internal control for their service units.

Workshop 1: Basic Financial Management for Center Supervisors / Service Managers (Course Code: 08B-01)

Date : 13 October 2008

Target :

Center Supervisors, Service Managers or management staff responsible for financial issues

Contents :

1. Introduction to basic financial management function, control and process environments of NGOs.

2. Understanding, interpreting and analyzing service unit’s financial statements.

3. Assessing service unit’s financial performance.

4. Mastering financial and budget planning, preparation and process as well as budgetary control and monitoring.

Workshop 2: Essential Accounting Knowledge for NGO Accounting Staff (Course Code: 08B-02)

Date : 20 October 2008
Time : 09:30 - 17:00 (6 hours)
Target : Accounting Staff of NGOs

Contents :

1. Introduction to financial accounting practice, concepts and standards

2. Understanding periodic measurement of financial statements and reporting recorded assets and liabilities in NGOs’ accounts

3. Discussing the impact of HKAS 16 and HKAS 20 in relation to the presentation of NGOs’ financial statements

4. Mastering the application of cash and accrual accounting for NGOs’ accounts as well as accounting adjustments for Annual Financial Report (SWD) and audited financial statements

Workshop 3: Cost Accounting for Service Operations and Internal Control for Service Units (Course Code: 08B-03)

1. Introduction to cost accounting framework and its use in service operations

2. Understanding cost estimation, allocation and measurements and their use in determining different service costs

3. Mastering break-even analysis and using the tool for daily operations

4. Formulating better decision making on “contract out” and “service pricing”

5. Understanding the importance and fundamentals of internal control

6. Defining control objectives and areas for investigation

7. Designing risk management framework and assessing organisational risks

8. Mastering practical application of internal control under Lump Sum Grant Manual for service units

Trainer

Mr. Steve Lam Bsc(Econ), MBA, FCMA, CPA(Aust), FCPA
Deputy Director – Finance & General Administration                                    

Hong Kong Society for the Protection of Children (HKSPC)

Mr. Steve Lam is responsible for the Agency’s accounting, finance and general administration issues. Steve has fruitful experiences in handling the financial issues from perspective of service centers and organisation. He is also an experienced instructor in many similar training courses/workshops for social work professionals. Besides, Steve is also a popular speaker in many NGO seminars with topics relating to financial management. With his experiences in financial profession and the social welfare environment, Steve is able to provide insights to the NGO staff of the welfare sectors in topics relating to financial management. Prior to joining HKSPC, he was Finance Manager of The Hong Kong Society for the Aged and has already had well experience in financial and management accounting, financial management and taxation in commercial sector. He currently holds the qualifications of Certified Public Accountant, Chartered Management Accountant and Certified Practicing Accountant (Australia).

Ms Eva Chan has over 18 years of accounting experience in NGO and currently the member of HKICPA and ACCA.

Ms. Chan is a member of CPA Australia, and committee member of the Public Sector Committee. She has over 10 years of senior accounting experience in NGOs and the Public Sector.

Ms. Annie Wong has over 15 years of accounting experience in commercial sector and NGOs and currently the member of HKICPA and CPA Australia.
