 Introduction
 In April 2002, delegates of 159 governments, intergovernmental institutions and NGOs came together at The United Nations Second World Assembly on Ageing in Madrid, Spain, in order to revise the Vienna Plan on Ageing and establish a long-term strategy for aging populations. The Assembly’s outcome document, the Madrid International Plan of Action on Ageing (MIPAA), commits governments to integrate the rights and needs of older persons into national, as well as international, economic and social development policies.  Lifelong Learning is listed as one of the crucial basis for an active and fulfilling life in aging. A knowledge-based society requires that policies be instituted to ensure lifelong access to education and training. Therefore by providing opportunities, programmes and support to encourage older persons to participate or continue to participate in lifelong learning has become OUR MISSION.  Third age refers to a phase of life when individuals are no longer tied to the responsibilities of regular employment and /or raising a family.  University for the Third Age (U3A) is the first learning scheme of its kind in Hong Kong, and was launched jointly by The Hong Kong Electric Co. Ltd. and The Hong Kong Council of Social Services (HKCSS) in March 2006 to promote active aging and life-long learning among the retired population.  This conference provides a valuable platform to share experience with experts from overseas and mainland China, as well as the local U3A units to further develop elder learning and U3A in Hong Kong.

                  |  | Mr. Ian Searle Mr. Ian Searle is Vice Chairman of    the Third Age Trust. He is a    graduate of Oxford     University who spent    most of his working life as a teacher until he retired in 1993, when he    joined the University of the Third Age. The U3A that he belongs to can be found at ?www.u3acarrick.org.uk . He also served in a number of different capacities. Four years ago he was    co-opted and then elected to the National Executive Committee of the Third    Age Trust.  The Third Age Trust is the national    organization to which more than 360 U3As belong in the UK. It was set up to encourage    the development of U3As and to provide administrative and educational    support. As Vice Chairman, Ian Searle chairs the Standing Committee for    Education, which provides a range of services and advice to U3As. A National    Office, which employs a very small number of full-time and part-time staff,    maintains records, distributes information, replies to queries and provides    the necessary support for the Officers and elected Board Members.? The financial support for the Third Age    Trust is almost entirely provided by subscription from the 186,000 members.    The U3As themselves are financially independent and receive virtually no    government help. All Trustees and U3A    officers are unpaid volunteers.                   |  | Professor    Zhao Bu-yi 趙不億教授 Deputy    President of Ninghai Senior Citizen’s University of Guangzhou
 Organized by Ninghai Society for Elderly    and governed by Guangzhou Committee of the Chinese People’s Political    Consultative Conference, Ninghai Senior Citizen’s University of Guangzhou    has established in 1984. Its aim is to encourage the pursuit of learning and    make fun of learning for retired people. It further helps to enhance their    education level and provides them with rich spiritual and cultural life.? So that they can keep on dedicating    themselves to the society. Furthermore, it also aims at helping    students to develop independent minds, healthy moral standards and decent    temperaments. ?Ninghai Senior Citizen’s    University of Guangzhou is one of the best Senior    Citizen’s University of the PRC.? It    owns a teaching building of 7 floors with a total area of 2800 square    meter.? It offers 74 courses on a wide    range of subjects, including literature, art, music, science, languages,    theatre, dancing and traditional Chinese medicine.? The number of members was about 300 at the beginning    which now exceeds to over 7000.? With    77 teachers and staffs, over 52,300 members graduated in the past two    decades.? Their members are mainly    retried people from the mainland, some of whom come from other cities, like Hong Kong.  |    Method of Registration
