Key Practice in Addressing Public Concerns – The Success Experience of Consumer Council and Insights for NGOs

The Consumer Council has always tried its best to respond to rising consumer expectations and emerging social issues. It constantly gathers public views from various channels to help ensure that the Council’s work best suits the needs of consumers. With limited resources itself, the Council also makes full use of synergy of co-operation with Government departments and other organizations to magnify the effectiveness of its work, e.g. the set up of mutual referral system with Police and Customs & Excise Department activated in April 2007 to respond to the rising tourist complaints against the trade practices of some unscrupulous traders.

Another example is the recent inflationary prices of food daily necessities which lead to the Council’s new package of initiatives on price surveillance of food and daily necessities and consumer education to counter the adverse effects of inflation.

Ms. Connie Lau, Chief Executive of the Consumer Council, will share with us the experience on addressing public concerns and the practical method for helping the disadvantaged to see through the hardship.

Ms. Connie LAU is the Chief Executive of Consumer Council.  As the CEO of the Consumer Council, Ms. LAU is responsible for overseeing the operation of the Council, formulating strategies and long-term programmes for the protection of consumer interest. 

Prior to the present post, Ms. LAU was the Deputy Chief Executive of the Council possessing wide and varied experience in the consumer field.  She headed the Council's Research & Survey Division before her promotion to Deputy Chief Executive.  Over the many years of service to the Council, Ms. LAU has been in charge of the publication of more than 2,500 tests and indepth studies on a wide range of products and services in the Council's official monthly magazine 'CHOICE'. 

Ms. LAU is active in public service currently representing the Council on many public and community bodies, including the Advisory Committee on Travel Agents, the Travel Industry Compensation Fund Management Board, the Competition Policy Advisory Group and the Estate Agents Authority.

She also serves as Member of the Expert Committee on Food Safety of the Centre for Food Safety and Deposit-taking Companies Advisory Committee of the Hong Kong Monetary Authority.
