Introduction

For many years, the NGO sector and the Government have been working closely as partners in Community Care. In recent years, the Government has introduced various welfare reforms in service planning and funding arrangements. It is indeed time for us to have some discussion on the progress and to explore forms of partnership between the Government and the NGO sector.

       

        In this symposium, we have invited two Australian speakers to share with us their experiences. In late 1999, the Minister for Community Services for the Victorian Government announced the establishment of the Community Care Review to develop a new framework for Community Care that fosters partnerships. The two speakers will share with us their new initiatives in Partnerships, both from the angle of funding arrangement and service planning.

 

We have also invited Mrs Carrie Lam, DSW, to share with us the Hong Kong Government’s considerations in public fund allocations and partnerships with NGO sector. The Hon Dr C.K. Law will then respond to the speakers and comment on the implications to Hong Kong.

 

        The afternoon session will be a local sharing on the two important areas : Partnerships in community care and public fund allocations. Representatives from the Government and NGOs have been invited to share and to spark off this meaningful discussion.

Professor Jan Carter was the Consultant of the Community Care Review (2000), commissioned by the incoming Labour Government in Victoria, which advocated new forms of partnership and the replacement of the contracting regime of the previous government. She will share on the conceptual framework of Partnership and how this assist in service planning, as well as the Australian experience in community building.

 

Ms. Pam White is the Executive Director of the Community Care Division of the Department of Human Services since March, 2001. The Division is responsible for policy and program development. Ms White will share on the philosophy of government in funding arrangement, the Australian experience (pros and cons) in funding arrangement including competitive tendering and direct payment in cash to service recipients.
